As far as I know, you cannot provision autoscale on containers via Terraform. This functionality is tied with the Go SDK for Azure, so hopefully we should be able to by the end of the year!

You could use ARM templates instead. The Cosmos DB team have a sample here: https://docs.microsoft.com/en-us/azure/cosmos-db/manage-sql-with-resource-manager#azure-cosmos-account-with-autoscale-throughput
